In the early years of its operation, the Library implemented TQM by setting up a committee called Quality Steering Committee. However, since the year 2000 it has been called as the Innovation Steering (i-Steering) Committee . This committee is headed by the CEO who chairs this Committee with all the Sector Heads as permanent members and other senior officers.

The various working committees plan and execute their programs annually. The steering committee meets at least twice a year to plan and monitor all quality initiatives and programmes according to schedule every year. To ensure that we meet our ever-changing customers’ preferences and our service delivery is on par with the industry standards, a quality management system was introduced. Pustaka was first certified under MS ISO 9001:2000 in 2007 and thereafter migration to version 2008 took place in 2009 and was subsequently certified under MS ISO 9001:2008 on 31 January 2010.
