The Joint Departmental Council or Majlis Bersama Jabatan, MBJ in short is a forum where the employees of an organisation express their opinions, put forward ideas and suggestions to the management for the betterment of the organisation. The Civil Service Department of Malaysia[1] put it as '... a two-way medium, where the employees are given a channel to communicate with the management in voicing opinions and views, and contributing constructive ideas for the betterment of the organisation.'

In Pustaka Negeri Sarawak, the employees are represented by the Employee Representatives, comprising of permanent staff of various ranks and headed by the President of MBJ.
