Spurred by the People Accessible Network for Digital Empowerment and Inclusivity (PANDei) program, which has won numerous awards and prizes, both locally and internationally, HAMeeD (High Aptitude Meeting and Discourse) is coined and initiated to further enhance the social presence of Pustaka Negeri Sarawak (Pustaka) in the information and knowledge industry. It is a forum in which prominent figures and experts express their views and comments on current local issues. These comments and views are then captured and transcribed into documents, which are then distributed to heads of government agencies, corporate figures and other industry players. While PANDei looks into the digital information literacy at the grassroot levels, HAMeeD on the other hand will increase the awareness of the top brass about issues and concerns affecting Sarawak.

Objectives

1) To expand and widen the reach of Pustaka’s information literacy programs and initiatives.
2) To keep the top decision makers and industry players abreast with current and pertinent issues affect every corner of the societies in Sarawak.

Target Participants

1) Head of government department, agencies and government-linked companies.
2) Community leaders.

Methodology

a) Face-to-face or online discussion in which each presenter will talk or present his views on a given topic for ten minutes.
b) Rapporteurs, comprising of senior Pustaka staff, will record the conversations during the session and transcribed them into a report at the end of the discourse.
c) There will four sessions or discourses in a year, preferably every quarter, and in each session, there will be four to six speakers.

Process

1) The Information Services (IS) Division, via its Current Awareness Service, will do a media scan or content analysis of current publications to determine pertinent current local issues.
2) The IS Division will then print the articles related to the identified issues and passes them to HAMeeD Secretariat, the Learning and Knowledge Creation (LKC) Division.
3) The LKC Division will seek the advice of the top management to identify experts for the topic of the discourse.
4) The LKC Division will then invite the identified experts and furnish them with the printed information on the topic to be discussed.
5) The LKC Division shall appoint rapporteurs and presiding officer for the session and make other necessary arrangements for the discourse.
6) The presiding officer will facilitate or moderate the session while the rapporteurs record down the views and comments of the experts.
7) After the session, the rapporteurs will transcribe the recorded conversations into report and hand it over to the LKC Division.
8) The LKC Division will print the report and distribute it to the relevant authorities.

Guidelines

A) Selection of Topic
1) LKC Division will send an email to Information Services Division in Kuching, Miri, and Sibu for topic.
2) Information Services Division will do media screening or content analysis of current local/international issues to identify current issues and within 1- 2 week's time. (every quarter of the year).
3) LKC Division receive current topics or issues including detailed information on the topic from Information Services Division for selection and confirmation by the top management in Sector Head Meeting.
4) The topic will be registered in the Master list for HAMeed Program.


B) Selection of Speaker
1) Upon receiving topics from the Sector Head Meeting shall select the topic, speaker and moderator.
2) LKC Division will invite the selected speakers or experts by issuing formal letters through email or fax and furnish them with detailed information on the topic to be discussed.
3) If the selected speaker rejects the invitation due to other commitments, then the next selected current issues or speakers will be invited.
4) Preparation for HAMeed program.


C) Appointment of Speakers, Rapporteurs and Moderator.
1) LKC Division will Prepare Appointment Letter for the Speakers, Rapporteurs and Moderator and send them together with the information on the topic to be presented and program.
Notes:
a) Every HAMeeD session is to have 2 rapporteurs and 1 moderator.

2) If the appointed Speakers/Rapporteurs /Moderator reject the invitation due to other commitments, then the next selected Speakers/Rapporteurs /Moderator will be appointed.

3) Duties of Speaker, Rapporteurs and Moderator:
Notes:
a) Each Speaker will prepare notes in advance to be given to the rapporteurs before the session begins.
b) The Moderator will facilitate or moderate the session while the rapporteurs record down the views and comments of the experts.
c) After the session, the rapporteurs will transcribe the recorded sessions into notes format and hand it over to CEO within one (1) day after the session ends.


D) Handling of HAMeeD Session (Online / Physical)
1) 3 sessions will be arranged in a year, either physical or online.
2) Numbers of speakers per session: 3-4 speakers. Each speaker talks/presents for 10 minutes.
3) Duration of session: 1 – 2hrs per session.
4) Target participant – maximum 10 participants or less per session.
5) Participants: includes Relevant Government Department (Head of government department, agencies and government-linked companies).
6)Venue:

6.1 Will be arranged physically/online (eg. in-house, local hotel or regional branches in Miri and Sibu).
6.2 Venue and sitting arrangement will be arranged once the speaker has confirmed his/her attendance for the session (for physical session).
6.3 Link will be provided for online session.

7) Refreshment:

7.1 Refreshment will be arranged for physical session.
7.2 No refreshment for online session.

8) Invitation of participant (case by case basis):

8.1 For physical session: Participants includes Relevant Government Department (Head of government department, agencies and government-linked companies) by letters;
8.2 For online session: Participant includes Relevant Government Department (Head of government department, agencies and government-linked companies) will be invited by letters.

9) Registration of participant:

9.1 Physical registration via QR Code will be provided at the registration counter.
9.2 Online registration via QR Code will be provided for online session.
Link and QR Code will be generated from the Event Management System from Pustaka Website.

10) E-Certificate: Participant are required to fill in their detail in the Link or QR Code provided during the online session. E-Certificate will be emailed to participant.
11) Payment and Honorarium.

11.1 Each moderator will be paid RM100.00 per session.
11.2 Each speaker will be paid RM200.00 per session.
11.3 Each rapporteur will be paid RM100.00 per session upon completion and submission of the notes.

12) Distribution of notes:

12.1 Upon receiving the vetted and confirm notes from CEO, LKC Division will distribute to the relevant government authorities.

13) Updating of full reports in Microsoft Teams by secretariat.
