Revision as of 11:57, 5 March 2019

The Joint Departmental Council or Majlis Bersama Jabatan, MBJ in short is a forum where the employees of an organisation express their opinions, put forward ideas and suggestions to the management for the betterment of the organisation. The Civil Service Department of Malaysia[1] put it as '... a two-way medium, where the employees are given a channel to communicate with the management in voicing opinions and views, and contributing constructive ideas for the betterment of the organisation.'

MBJ was formally formed in Pustaka Negeri Sarawak in 2004. Since then, the MBJ Constitution has been revised three times.

Membership

The management is represented by the Management Representatives, comprising of all Heads of Sectors, Regional Managers, Head of the Innovation and Sustainability Division, the Accountant and the Internal Auditor. The Head of the Human Resource Division is the MBJ Secretary. She is assisted by a Joint Secretary, who is a member of the Employee Representatives.

Nomination and Election

Employee Representatives are elected via ballots by the staff and they hold office for a term of two years. Prior to that, election candidates are nominated and top fifteen highest nominated candidates go to the poll. The maximum number of terms the Employee Representatives can hold office consecutively is two, which is four years.

Meetings

The MBJ meets four times a year and the outcomes of meetings are communicated to the staff during staff assemblies and in the Staff Portal. At least one month before a scheduled MBJ meeting is held, the staff will be notified via emails to submit suggestions, comments and ideas to the Employee Representatives. These submissions will then be filtered and aggregated by the Employee Representatives before being formalised into proposal papers for the MBJ meeting. Staff are advised to refrain from bring up matters pertaining to policies and personal attacks.

Proposal Papers

MBJ proposal papers are prepared in a pre-defined format with the following criteria:

  • Title
  • Objective
  • Reasons or Justifications
  • Cost Implications
  • Attachments (Optional)

Benchmarking Visits

The MBJ had visited the following departments and offices to get more insights and ideas on how to better manage MBJ.

  1. Petaling Jaya Municipal Council
  2. National Library of Malaysia
  3. Council of the City of Kuching North
  4. Civil Service Department
  5. Selangor State Library
  6. Kota Kinabalu City Council
  7. Prime Minister Department
