LEAVE

The provision of Leave facilities is set as a privilege that can be withdrawn at any time if deemed necessary. The facilities provided are considered based on welfare criteria, improvements to services and staff status.

Leave Rates

The leave rate in force for currently serving Public Service officers is as stipulated in[1] Pekeliling Perhidmatan Bil. 11 Tahun 2015 or related circulars or circulars.

** A full 10 years of service is calculated from the date of the first permanent appointment in the Federal Civil Service as described in paragraph 6 [in accordance with the conditions of the qualifying period of service as defined in General Order 1 (ix) of Chapter C (Leave) of 1974] .


For Civil Service officers appointed by contract and temporary, the annual Leave rate is as in Table 2 below:

Maternity Leave

(refer to[3] Pekeliling Perjawatan Negeri Sarawak Bil 16 Tahun 2018)

a) A female officer is eligible for full paid maternity leave as follows:

  • Permanent Status - 360 days
  • Contract - 360 days


b) Maternity leave facilities are only provided during the period of service of an officer.

c) The maternity leave eligibility rate for each birth is 90 days. However, officers are given the flexibility to self-determine the maternity leave period between 60 days to 90 days for each birth (the mandatory minimum maternity leave period is 60 days for each birth)

d) Maternity leave begins on the date of the maternity officer. However, officers can choose to use maternity leave earlier than the date of delivery which is at any time within 14 days from the expected date of delivery.

e) For officers who have a full paid maternity leave balance of less than 60 days, officers must take maternity leave between 60 to 90 days using the following facilities:

i. use all remaining paid maternity leave;
ii. if insufficient, rest is used; and
iii. if still not enough, unpaid maternity leave is used

f) For officers who have given birth after 22 weeks of pregnancy, whether the baby is alive or dead is eligible to be given Maternity Leave as the officer's body has undergone physical changes that require Maternity Leave for rehabilitation purposes.

Paternity Leave

a) A male officer may be given leave without a record not exceeding seven (7) days to assist the wife in childbirth.

b) This facility is limited to five (5) times throughout the service and is allocated to permanent and contract officers only.


Compassionate Leave

Leave Without Record for the death of a close family member allocated to the officer (Pekeliling Perkhidmatan Bil. 3/2003) for 3 days to visit the remains and assist in matters related to the death of a close family member:

  • husband or wife
  • children as well
  • biological parents

include:

  • mother and father-in-law
  • legal adoptive parents
  • legally adopted children (including de factor adopted children and foster children)

Sick Leave

a)The amount of sick leave that can be given to a staff on a sick certificate issued by a private doctor without a lead signature by a government medical officer shall not exceed fifteen (15) days in one calendar year.

b)Contract staff are also eligible for full paid sick leave for fifteen (15) days in one calendar year.


One-Time Vacation Subsidy Facility During the Period of Service for the Sarawak State Civil Service

a)Eligibility

  • Permanently appointed and pensionable officers, permanent appointment that choose the EPF Scheme, Jawatan Berasaskan Caruman (JBC)appointed and Long Term Contracts until Compulsory Retirement Age appointed after 1 July 1978 and those holding Gred Utama ‘A’ VU6 and below;
  • Officers have served for over 20 years;
  • Officers have reached the age of 50; and
  • The officer has no record of disciplinary action and is not declared bankrupt at the time of application


b) RM3,000 is paid to officers on a ‘one-off’ basis by the respective Ministry / Department.

c) All applications must be submitted for the consideration and approval of the respective Heads of Department.

d) If the holiday uses the Holiday Subsidy Facility


Other Leave

Other leave such as unrecorded leave, study leave, pilgrimage leave, advance leave must be approved by the top management.
