Introduction

Pustaka Negeri Sarawak is conceived as a major information resource centre and as the hub of information services for the public and private sectors.

All the department/agencies in Sarawak are mandatory to transfer their records with archival value to State Records Repository (SRR). Hence, SRR take the initiative to launch the Kempen 1 Fail 1 Minggu for all Sarawak government department/agencies beginning in February 2017.

The Kempen 1 Fail 1 Minggu is an initiative to meet the requirements of the Sarawak State Library Ordinance, 1999 (incorporating all amendments up to 30th November, 2010) Part II, Establishment and Management of Sarawak State Library, (m) to establish, manage and maintain public archives in the State; (n) to promote efficient and effective records and archives management practices in the State; (p) to provide training and guidance in the management of public records and public archives.

Apart from that, under the same Ordinance, Part IV State Depository, Section 14(1) – (d) to maintain, preserve and keep public records which are more than twenty-five years old, and other documents, papers, instruments, and statutes, statutory orders, regulations or decrees, directed by State Depository on account of their historical value or public importance. Special provisions for public records, No.22 – (1) 2 (a) it shall be the duty of the Director to notify the State Secretary of any public records transferred or delivered pursuant to this Part, to the State Depository, which, in the opinion of the Director, contain information likely to prejudice the administration of the Government or would not be in the public interest, to be preserved or maintained in the State Depository.

Objectives

1. Provide awareness to government departments and agencies on the importance of Records and Archive Management;
2. Raise awareness of the importance of preserving the records and archives material;
3. Facilitate the transfer of records and archives of departments and government agencies systematically to the State Records Repository, Sarawak State Library.

Modules

MODULE 1: INTRODUCTION TO RECORDS AND ARCHIVES MANAGEMENT SERVICES
a) Briefing on REGRAP.
b) Briefing on Reference Service at State Records Repository.
c) Briefing on Digitization & microfilm initiative.
d) Briefing on transferring procedure of records and archives from department/agencies to State Records Repository.

Module Description: Participants were briefed the scope of the REGRAP; appointment of Focal Person for transfer files/records from department/agencies, transfer process for records and archival materials to the State Records Repository and preservation method via digitization and microfilm.

MODULE 2: PRACTICAL PROCESSING OF AGENCIES' RECORDS
Practical training for cleaning and processing of records and archives.

Module Description: Department/agencies were notified earlier to bring files/records that have been approved by the State Records and Archives Retention Committee (SRARC) Meeting. During this session, participants were briefed and given practical training on cleaning and processing of records according to Guideline Processing of Transferred of Public Records and Archives (https://www.pustaka-sarawak.com/apps/epreservation/). Librarian and other designated officer from Archives Management Division (AMD) will be together with the representative from department/agencies to do the processing work.

MODULE 3: TRANSFER OF RECORDS AND ARCHIVES TO THE STATE RECORDS REPOSITORY, SARAWAK STATE LIBRARY
Transfer of Records and Archives to State Records Repository

Module Description: Department/agencies were notified earlier to bring files/records that have been approved by the State Records and Archives Retention Committee (SRARC) Representative from department/agencies will officially transfer the records and archives to SRR according to Quality Procedure Transfer and Receiving of Public Records and Archives (https://www.pustaka-sarawak.com/pustaka/documents/1554090997.pdf).
