Appointment(Perlantikan)
The maximum age limit is not a mandatory condition for appointment to the service but the candidate who is first appointed to the service must be not less than 18 years old.
Determination of Entry Salary(Penetapan Gaji Masuk)
The determination of incoming salary should follow the following principles:
For staff appointed to service for the first time or for staff who have not been confirmed in their service and also appointed to a new position or into another service:
- The starting salary of staff will be set at P1 (Min) or according to the Service Scheme he will be holding.
- The appointing authority may consider determining the entry salary based on appropriate experience.
For staff who have been confirmed in the position will be appointed to a new position or to another service:
- Staff will be offered a starting salary of P1 (Min) for new related positions or according to the Service Scheme if the salary of the old position is lower than the starting salary in the salary scale of the new position or;
- Staff should be offered a higher salary close to the actual salary in the old post at P1 and the appropriate ladder for the new post if the old post is the same or higher than the starting salary in the salary grade of the new post.
- Service Scheme refers to Pekeliling Perkhidmatan Bilangan 1 Tahun 2016 : Rasionalisasi Skim Perkhidmatan Bagi Perkhidmatan Awam Persekutuan di Bawah Sistem Saraan Malaysia [1]
Trial Period(Tempoh Percubaan)
Staff who have been appointed to the service must meet the probationary period of between one (1) and three (3) years calculated from the date of appointment according to the Sistem Saraan Malaysia[2].
Extension of probationary period after the expiration of three (3) years may be allowed to be extended for another one (1) year for the fourth year without penalty.
If after the fourth year, the staff has not yet passed in any condition for the purpose of confirmation in the post, the probationary period is allowed to be extended until the fifth year for one (1) year conditionally. Staff will not be given a pay rise for the year.
If the staff still does not pass the examination for the purpose of confirmation in the post after the expiration of five (5) years, the service of the staff will be terminated.
Confirmation In Position (Pengesahan Dalam Jawatan)
Staff who meet the probationary period of between one (1) and three (3) years must be confirmed in service after meeting the following conditions:
- Successfully attended Induction Course
- Pass the required exams.
- -if any (subject to the respective Service Scheme).
- Certified by the Head of Department.
- Prepare an essay (as many as 500 words) for the purpose of confirmation in the post.
- Confirmation interview in position by the Head of Department.
Notice of Resistance / Resignation
- Permanent Officer (JBC)
A permanent officer who has not been confirmed or who has been confirmed may resign by giving a Letter of Resignation one (1) month from the date of resignation or pay one (1) month salary in lieu of notice if the resignation is made within less than one (1)month.
- Contract Staff
Contract staff can resign by issuing a Letter of Resignation(1) month from the date of resignation or pay one (1) month salary in lieu of notice if the resignation is made within less than one (1) month.
- Salary - basic salary does not include allowances.
Annual Salary Movement(Including Contract Staff)
The Annual Salary Movement is based on the normal movement according to the Sistem Saraan Malaysia.
Staff who have not been confirmed in the position are also eligible for consideration for normal salary movements.
Date Of Annual Salary Movement(Tarikh Pergerakan Gaji)
The Annual Salary Movement Date is set to four (4) salary movement dates;
- January 1 (Appointments for January - March)
- April 1 (Appointments for April - June)
- July 1 (Appointment for July - September)
- October 1 (Appointments for October - December)
Salary Deduction(Potongan Gaji)
The monthly deduction to be charged on staff salaries is as follows:
- Employees Provident Fund (EPF)
- -11% of staff salaries and 13% of employers (Library)
- SOCSO
- -Only for Contract level staff
- Baitulmal Fund
- -Only for Muslim staff and the monthly deduction is a minimum of RM1.00 and a maximum of RM4 per month.
