Creativity Index is one of the methods used to evaluate the outcome and impact of a program or project. The submission of proposed development projects to the Federal Government of Malaysia via the Economic Planning Unit, requires the Creativity Index, which is mandatory document.

Pustaka Negeri Sarawak

In Pustaka Negeri Sarawak (Pustaka), the Creativity Index has been used by the Innovation and Sustainability Division since 2010 for submission of proposed development projects to the National Library of Malaysia under the various rolling plans of the Malaysia Plan.

Calculating the Creativity Index

The Creativity Index is calculated based on the following formula

The Total Impact or Benefits ÷ (Development Cost + Operational Cost)

The Total Impact or Benefits is obtained by multiplying the Number of Beneficiaries with the Annual Value and the Lifespan of the project or program. For library and information management program or project, the value of each item in the project or program is determined based on the Library Use Value Calculator developed by the Massachusets Library Association. This calculator has been adopted and adapted by numerous libraries in the world. Pustaka is using the one provided and maintained by the Library of Medicine.
