To ensure the required new employee is recruited effectively and on timely basis.

Initiate Staff Requisition for employment
Based on the manpower resources needs which have been determined and approved via warrant issued by the State Financial Secretary (SFS) or as and when there is manpower required. The decision and directives to hire shall come from the following interested parties:
a. Board of Management; or
b. Management; or
c. Other interested parties which includes the Sarawak State Government.
Process for requisition of new staff
HR Manager will write the minute to Head of Department (HOD) about the vacant post. Once the approval is received from HOD, the Admin Assistant shall prepare the draft job vacancy and checked by HR Manager. Upon approval by HR Manager, the Admin Assistant will publish the job advertisement via Pustaka’s e-Recruitment system at URL: http:www.pustaka-sarawak.com/recruitment. Next, the job advertisement will be forwarded to ICT sector to be published in Pustaka’s website. The advertisement will be published within 14 days time.

After advertisement is published, all applications received will be managed via Pustaka’s e-Recruitment system at URL: http://www.pustaka-sarawak.com/recruitment
Shortlist Potential Candidates
Selection process will begin by shortlisting the candidates according to the requirement for the post advertised. The HR Manager will assign this task to relevant senior ranking officers. Once it is shortlisted by the assign officers, the Assistant Administrative Officer shall prepare for assessment and interview.

Prepare for Interview
Once the list of shortlisted candidates is ready, the assessment and interview date will be determined. The Admin Assistant shall contact them within 2 weeks to sit for the written test, productivity tool test and interview session.

The panel of interviewers will be identify according to the following criteria:

P&P Group
i. Director of State Human Resource Unit (SHRU) or representative;
ii. Chief Executive Officer (CEO) or representative;
iii. Officer representing the Public Services Commission (PSC;
iv. One Board Member or representative;
v. HOS or representative
Support I & II
i. CEO or representative;
ii. One Board member or representative; and
iii. HOS or representative

The panel of interviewers should not be any lower grade than that of the interviewee(s)

Tabulation of Interview Results
The result shall be tabulated according to the following ratios:
Interview results for P&P Groups
Interview (60:40)
a. 60:100 (60%) - Interview
b. 40:100 (40%) - written assesment

Note: Written assessment constitute of the following:

Productivity Tools Test - 20%
Written Test - 20%
- Paper 1 (Essay questions): 10%
- Paper 2 (Objective questions): 10%

Total will be calculated over 100%

Interview results for Support Group
Support I (b)
70:100 (70%) - interview
30:100 (30%) - written assesment

Note: written assessment constitutes of the following:

Productivity Tools Test - 20%
Written Test (Paper 2: Objective question) - 10%

Total written assessment 30%

Support I (c)
a.80:100 (80%) - interview
b.20:100 (20%) - productivity tools
Support II
100:100 (100%) - interview
Psychometric Test (Malaysian Integrity Profile-MIP)

During the interview session, candidates will also undergo psychometric test which will be assisted by the Malaysian Integrity Institute. Upon the completion of the test, the result of the individual candidates will be assessed together with the result of the interview in order to shortlist the most potential candidate for the post.

Note: Psychometric test will be imposed on all professional group at the entry level, grade 41 and ‘W’ scheme of service from grade 29 and above.
