Early Human Capital Development in Sarawak State Library
Human Capacity Development from 2000 - 2014
[1]Professionalism is stressed at all levels in the Library. Hence, staff development and human capital have always been given priority to achieve its strategic objectives. Continuous training and exposure are given to the staff in a fast changing technology environment to prepare them for future growth and diversification. Apart from formal training, mentoring is also practised. Under the operation grant, the staff training allocation was about 1.5% to 2% of the total budget for the Library, at about RM 250,000.00 a year. The Library also received funds under the Development budget. Most of the budget has always been used for upgrading job-related skills in the form of corporate training, benchmarking visits, conferences, seminars, workshops and attachments. From 2000 until 2014, the Library spent about RM 1.6 million for corporate trainings, and these included benchmarking visits, conferences, seminars, workshops and attachments.
Training for library staff under the Local Councils
The Sarawak State Library also co-ordinate training for library staff under the Local Authorities. Under the 11th Malaysia Plan (RM11), the Government has allocated RM 13,662,500 million for job-related trainings. From 2000 to 2014, 138 trainings were conducted to benefit 3965 persons from all Council Libraries in Sarawak. These trainings were based on the Training Needs Analysis (TNA) and Job Skill Requirements to ensure relevancy and to close the gaps in both the skills and competencies of staff in the Council Libraries.[2]
