BDA Public Library has its origin in a small reading room established at Kampung Sinong by the former Bintulu District Council. More refined library services began in 1971 with the move to a wooden building at Jalan Green and a change of name to Bintulu Public Library.

The discovery of major reserves of oil and gas in the region and the need to manage the rapid development of the town led to the establishment of the Bintulu Development Authority or BDA in 1978. Two years later the BDA absorbed the Bintulu District Council and took over the management of the Public Library. Since then, the Bintulu Public Library was called the BDA Public Library. The local population increased markedly as Bintulu developed and the demand for library services rose to such an extent that new, larger premises were occupied in 1988. By the turn of the century this building too had been outgrown and a new library was built at Jalan Polycarp Sim Cheng Mung. This building offers much more extensive facilities for users and has an ultimate capacity of 300,000 items.
